I’ve never in my life been in the range of any penguin, so have never seen the Gentoo, but it holds a place in the Guinness World Records:

Gentoo Penguin: Fastest bird swimmer. The gentoo penguin (Pygoscelis papua) has a maximum burst of speed of about 36 km/h (22 mph). By way of comparison, when Usain Bolt set a new world record for the fastest 100 m at the 2008 Beijing Olympics in China, his average speed was slightly over 37 km/h (23 mph).
